Resumen:

The priority to protect from possible environmental impacts associated with construction and operation of a proposed new air pollution source or modification, of the regions where air quality is not deteriorated (attainment areas), it is possible that the application of the Prevention of Significant Deterioration Permit Program (PSD). The PSD permit requires conducting an air quality analysis of these environmental impacts. The main purpose of the air quality analysis is to demonstrate that new emissions from a proposed major stationary source or major modification, in conjunction with other emissions from existing sources, will not cause or contribute to a violation of any applicable National Ambient Air Quality Standard (NAAQS) or Prevention of Significant Deterioration (PSD) increment (which has to be implemented). Each air quality analysis will be unique, due to the variety of sources and meteorological and topographical conditions that may be involved in different sites. Generally, the analysis will involve (1) an assessment of existing air quality, which may require ambient monitoring data and the application of air quality dispersion modeling results; (2) predictions, using dispersion modeling of ambient concentrations that will result from the applicant's proposed project and future. Of course, it is necessary to develop programs in order to improve the air quality in non attainment areas in Latin America; however, it is important to protect the areas with satisfactory air quality applying the PSD. In this study the PSD is considered to be the implementation program in the designated areas by the United Nations Educational Scientific and Cultural Organization (UNESCO) as "World Heritage List". Latin America possess 35 sites classified as natural properties and 80 as cultural properties, being these sites a good opportunity to implement the PSD, as well as to take advantage of the PSD benefits so as to protect and conserve these very important sites, which are a definite part of our Latin American Heritage.
