As online digital collections continue to grow both in size and in scope, and with increased interoperability between platforms, it appears to some that we can now provide everything for everyone. It is important, however, to contextualise this illusion of completeness, and to critically reflect on what these digital collections contain, and what they do not. The chapter addresses this idea of completeness and absences in particular related to national archives and libraries. Most national libraries and archives have embarked on digital projects, both digitisation projects of their own collections and the development of procedures to capture born-digital materials. National libraries have always played a political and cultural role as they aim to create complete and representative collections that embody notions of a national bibliographic heritage. How does the idea of national publications change with online materials? How do we understand the idea of "complete" or "representative" collections with digital materials? How do digitisation projects repeat or reinforce biases, prejudices, and absences from the national collections, and how do these get translated to their digital collections and digitised projects? Do digital collections reinforce the idea of completeness through search engine boxes and limited bibliographical description?
